About Us

Natural Resource Solutions, NW is a Washington firm with contacts and established relationships at the federal, state, tribal, local levels. It also has extensive contacts with resource based industry leaders, lobbyists and citizen interest groups. NRSNW’s mission is to help clients arrive at efficient and accountable common sense solutions that protect resource based industries, protect the environment and comply with the law. We provide rapid response for crisis management or disaster response and recovery.  


NRSNW is a sole proprietorship founded by Jim Buck . Jim has been a leader in the Washington and Northwest Natural Resource arena since 1995. He served as the House Natural Resources’ Committee Chairman or ranking member for twelve years. During that time he has worked with state and federal agencies, business interests, conservation groups and stakeholders to successfully provide legislative solutions to protect Washington’s resource based economy while still meeting federal laws. These accomplishments include co-authorship of the 1998 Salmon Recovery Act and prime sponsorship of the Forest and Fish Act. In June 2006, the U.S. Government announced that forest practices conducted in accordance with the Forest and Fish Act would be exempt from the take provisions of the Endangered Species Act thereby providing regulatory certainty for the timber industry. Additional successes include a rewrite of the state’s hydraulics statutes and the creation of a presentation showing the location of seismic and tsunami hazards on the Olympic Peninsula. Jim has also served on numerous other legislative committees including Transportation and Appropriations and helped develop multi-billion dollar annual budgets.

 


Prior to entering politics, Jim worked eighteen years in the heavy construction industry in project control and office engineering. He has worked on nuclear, petro-chemical, public works, heavy highway and private projects in Washington and Alaska . He is a West Point graduate and former artillery officer.

A resident of Joyce on the Olympic Peninsula, Jim and his wife, Donna, have two daughters, Wendy and Betsy.

  •  EBASCO Services 1978-1981 – Progress measurement on Satsop Nuclear Plant. Responsible for creating and maintaining two 750,000 record databases covering mechanical and equipment construction.  

  • Wright Schuchart  1981-1985 – Progress measurement on construction of Oil Field Modules for Prudhoe Bay, Alaska in Washington and Alaska

  • Seattle Metro 1985-1988 – Office Engineer on $240 million Effluent Transfer System public works project. Responsible for managing progress payments and change order tracking for 17 different contractors on a 14 mile, 96 inch force main from Renton to Puget Sound .  

  • Roats Engineering 1988-1989 – Engineer for design and construction of private and public works projects.  

  • Bruch and Bruch Construction 1989-1994 – Office Engineer for heavy highway construction company. Responsible for preparing estimates, tracking change orders, expediting materials, coordinating with subcontractors, preparing invoices and requests for progress payments.

  • President, Parker Transnational Industries – Transnational Automotive Group 2005 -2006 – President of a startup corporation developing a bus transportation system for the Republic of Cameroon and other development projects in Africa . Assisted in writing of Private Placement Memorandum to take company public, developed personnel manual, assisted in preparation of 10KSB, coordinated bus purchases from Yanching, China for delivery to Yaounde, Cameroon.  

STATE GOVERNMENT EXPERIENCE:  (Washington State)

  • State Representative, 24th District 1994-2006 - Twelve years experience representing and solving problems for 120,000 constituents on the Olympic Peninsula

  • Chairman, House Republican Organization Committee 2002 – 2004 (House Republican Campaign Committee) Organized, monitored and managed million dollar plus statewide campaign for 98 house members. Managed and advised multiple state and local campaigns.

  • Past Chairman, Republican Caucus (2000 - 2002) Organized caucus and managed meetings for 46 house members for 2 years.

  • Past Chairman, House Natural Resources Committee (1997- 2000)

  • Wrote, sponsored and managed two nationally significant legislative measures that protect Washington’s economy while meeting Endangered Species Act requirements.

  • Ranking minority member on Natural Resources Committee (2000 – 2006)

  • Served on Transportation, Appropriations, Natural Resources, Fish, Ecology and Parks, Children and Family Services, Higher Education and Community Security Committees
